Court documents reveal new details in alleged terror plot in Dearborn, Ferndale

The complaint detailed an alleged plot to carry out a terror attack over Halloween weekend

New chilling details have emerged in the investigation of a foiled terror plot in Dearborn and Ferndale, leading to two men being in federal custody.

Police said on Monday (Nov. 3) the two men have been accused of planning an ISIS-inspired terror attack on Halloween.

The arrests happened Friday, Oct. 31, 2025, in the morning, after the FBI and state police raided homes in Dearborn and a storage unit in Inkster.

Mohmed Ali and Majed Mahmoud appeared in federal court for the first time as prosecutors presented a detailed case against them.

The evidence included video of the men at a local gun range, encrypted messages, and proof they scouted downtown Ferndale, reportedly targeting the LGBTQ+ community.

The government’s case spans 73 pages, reflecting months of investigative work involving undercover agents and a mountain of evidence.

This extensive investigation ultimately led to the suspects’ arrest and their appearance in federal court.

The arrests come just days after federal agents raided multiple locations in Dearborn and Inkster.

Five people were arrested in total, including 20-year-olds Ali and Mahmoud, who were charged in federal court Monday.

William Swor, a spokesperson, said, “The complaint is 73 pages long. We haven’t had a chance to look at it. There’s nothing more to say.”

Investigators said the group spent months planning the attack, using encrypted messages referring to themselves as “brothers” and discussing acts on behalf of ISIS.

Evidence showed some of the men practiced at local gun ranges, met in a Dearborn park, scouted locations in Ferndale, and purchased weapons, including a device that increases a gun’s firing rate.

One week before Halloween, a co-conspirator told Ali, “We are going to do pumpkin,” according to the complaint.

Another message referenced plans to do the “same thing as France,” believed to refer to the 2015 ISIS attack in Paris.

On Halloween morning, federal agents raided multiple locations.

They recovered three AR-15 style rifles, two shotguns, four handguns, more than 1,600 rounds of ammunition, optical sights, two GoPro cameras, flash suppressors, tactical vests, and other firearm accessories.

More weapons and gear were found at a storage unit rented by Ali in Inkster.

Over the weekend, one of the defense attorneys disputed the claims, saying the feds jumped the gun.

After Monday’s hearing, the defense attorneys declined to comment, saying they are still reviewing the complaint.

Three others were also arrested in connection with the case. One is a juvenile, but little information has been released about the other two.

The FBI says the investigation is ongoing.
