Kohl's, JCPenney top list of best stores for 2017 Black Friday deals

According to the report, Kohl's will offer an average discount of 66.3 percent, up from an average of 58.1 percent last year.
JCPenney will also offer an average discount of 66.3 percent, up from 62.8 percent last year.
According to the report, the average discount among retailers is 37.1 percent.
