What happened?
The Michigan Department of Transportation said pump houses in the area that would normally clear the water were off because of a power issue. MDOT said it was investigating the power failure.
The heavy rains came as storms moved across the state. In southwestern Michigan, dense fog advisories were issued for Tuesday morning.
