Officials say on Thursday (July 15), Harper, who pretended to be a 14-year-old boy, contacted the 14-year-old Macomb County victim online, met up with her, tied her up, and kidnapped her.

Harper was sentenced to 154-552 months on two felony criminal sexual conduct in the first-degree charges. He was also sentenced to 135-552 months on a kidnapping felony charge.

The 43-year-old man was also sentenced to lifetime electronic monitoring, ordered to comply with SORA and Wyatt’s Law, and subsequent fines and costs.

“Criminal Sexual Conduct of a minor is one of the most heinous and vile crimes, and those who take advantage of our youth deserve the strictest penalty,” said Macomb County Prosecutor Peter J. Lucido. “We hope this sentencing makes Macomb County safer and helps give some closure to the victim and her family.”
