Man arrested for performing series of lewd acts, including exposing himself in Target store

Police seek to identify victims

DEARBORN, Mich. – Steven Simmons, 31, from Detroit, was arrested for performing a series of lewd acts, including exposing himself in a Dearborn Target store.

The incident occurred on Sunday (Feb. 11) in the 15901 block of Ford Road around 5 p.m.

Simmons was charged with child sexually abusive material, using a computer to commit a crime, aggravated indecent exposure, and indecent exposure.

Police were alerted to the 31-year-old man by a woman who informed a Dearborn Police Department patrol officer that she had observed Simmons in a white Jeep Wrangler performing lew acts in the Target parking lot.

The patrol officer identified Simmons’ Jeep as it exited the parking lot and conducted a traffic stop.

Officials did an investigation and found video footage of Simmons’ phone of him following unidentified women through the aisles of the Dearborn Target store while performing lewd acts.

Police say there were numerous videos on Simmons’ device dating back to December. 3, 2023, where he appeared to record himself ejaculating on unidentified women victims’ coats.

Simmons was issued a $100,000 cash bond with a GPS tether upon release.

A probable cause conference has been set for Feb. 27 at 9 a.m.

“These incidents are disturbing and traumatic,” said Dearborn Police Chief Issa Shahin. “Thanks to the quick actions of an alert community member, our officers were able to quickly apprehend this individual on-scene. We urge the community to remain observant, and ask anyone who may have witnessed the behavior from this individual to contact our department immediately.”
