Detroit man allegedly sexually exploited multiple children before assaulting 12-year-old, court records reveal

Investigation began when man was arrested in August 2024

OAKLAND COUNTY, Mich. – A Detroit man who was charged for allegedly sexually assaulting a 12-year-old girl in a West Bloomfield park in August is also accused of sexually exploiting multiple children, according to court records.

A criminal complaint was submitted by a special agent from the Department of Homeland Security on Oct. 29, 2024.

Joshua Brown-Hill, 25, was arrested on Aug. 15, 2024, at a West Bloomfield park and was charged with three counts of first-degree criminal sexual conduct in the first degree after allegedly sexually assaulting a 12-year-old girl.

Details on arrest

A West Bloomfield officer conducted a check at Pine Lake Park and saw a black car parked across three parking spots.

The officer approached the car and found a shirtless man, later identified as Brown-Hill.

Brown-Hill told the officer another person was with him, and she was “of age.” When the officer asked him how old the person was, he said she was 18.

As Brown-Hill waited by the patrol car, the officer found a girl inside the car lying on a blanket with a towel covering her waist. The girl told officers she did not have a driver’s license and she was 12 years old. She also said she met Brown-Hill through Snapchat.

The 12-year-old victim also said she told Brown-Hill her age verbally and through text messages.

Further investigation revealed Brown-Hill was allegedly sexually assaulting the 12-year-old girl at the park.

Brown-Hill was arrested and taken to the West Bloomfield Police Department. Officers took the girl home to her parents, who confirmed her age.

Brown-Hill talked to the 12-year-old victim for about two years

After a few days, investigators learned the 12-year-old girl met Brown-Hill on Snapchat when she was about 10 years old.

Brown-Hill sent the 12-year-old a friend request, she accepted and they began messaging each other.

Brown-Hill had picked her up from her home on two separate occasions when she was about 10 years old. During those encounters, they went to the park and talked. She later blocked Brown-Hill’s Snapchat account.

In June or July 2024, the 12-year-old and Brown-Hill started messaging each other again. During their exchanges, Brown-Hill sent sexually explicit photos and videos to her. The 12-year-old did the same. Investigators said Brown-Hill knew the victim’s age. During this same period, Brown-Hill went to the girl’s home and sexually assaulted her.

West Bloomfield police and Homeland Security agents investigated Brown-Hill’s Snapchat account following his arrest.

A day before the sexual assault, Brown-Hill tried to convince the 12-year-old victim through Snapchat to leave the house.

Text messages between the 12-year-old girl and Brown-Hill dated back to July 23, 2022, when investigators found the Detroit man asking for sexually explicit content from the victim.

Brown-Hill attempted to message the 12-year-old girl multiple times between Sept. 21, 2022, and Jan. 27, 2023, but did not receive a response.

However, on April 7, 2023, Brown-Hill messaged the victim, ““U want me to leave u alone I’ll stop bothering u if u say yes [sic].”

The 12-year-old victim responded to Brown-Hill, saying, “Please do I just don’t think it’s right for an 11-year-old to be with A person in there 20’s [sic],” and “You would get in really big trouble if anyone knew.”

Brown-Hill replied, “It’s ok I understand sweetheart I missed u fr but I won’t stick around but I’d like to check on u if that’s ok with u [sic].”

From April 2023 to July 2024, Brown-Hill continued to talk to the 12-year-old victim sexually. Between that time, he received sexually explicit photos of the child.

Brown-Hill sexually exploited multiple children on Snapchat

Investigators recovered messages from April 19, 2024, to June 12, 2024, where Brown-Hill demanded a 13-year-old girl to send sexually explicit videos of herself to him.

Brown-Hill also talked to a 14-year-old girl from December 2022 and March 2023. He also demanded this victim send sexually explicit images of herself to him. Investigators said the messages between him and the victim showed Brown-Hill was aware of the child’s age. Messages between the Detroit man and this victim stopped when the number of the 14-year-old had appeared to change.

Brown-Hill messaged a fourth child, a 13-year-old girl, between April 10, 2023, and July 4, 2023. Investigators said Brown-Hill enticed the victim to send sexually explicit images and knew the child’s age.

From December 2022 to Aug. 11, 2024, Brown-Hill messaged a fifth child for sexually explicit content. Brown-Hill asked the child how old she was, and she told him she was 13. Brown-Hill appeared to continue talking to the child sexually.

Investigators find more child sexually abusive material through Brown-Hill’s group chat

After further investigation, authorities found Brown-Hill was on a group chat in Telegram, a social media platform, where people shared child sexually abusive material.

Brown-Hill joined a second group chat on Aug. 4, 2024, under an alias where it contained multiple sexually explicit images of children.

Brown-Hill facing federal charges

The Detroit man is facing federal charges of sexual exploitation of children, possess material that contains image of child pornography been mailed, Receive/distribute material that contains child pornography mailed/shipped and use interstate/foreign commerce to persuade minor in sexual activity.
