Oakland County sheriff calls for reform after deadly Christmas Eve shooting

29-year-old accused of targeting Good Samaritans

OXFORD, Mich. – The Oakland County Sheriff’s Department said there needs to be major changes after a deadly Christmas Eve shooting in Oxford.

Malik Webb, 29, is facing multiple charges after he allegedly opened fire on Good Samaritans who stopped to help him.

He’s been arraigned on 19 charges.

On Monday, Dec. 30, Sheriff Mike Bouchard laid out the timeline of what they believe happened on Christmas Eve. He also said Webb should have never been released from prison and changes need to be made.

“The mom was shot multiple times. The daughter trying to call 911 was shot multiple times,” Bouchard said. “The mom has passed away and the daughter has a significant healing road ahead and still is in very tough shape.”

Bouchard said Webb went on a violent carjacking spree on Dec. 24. It happened on Ray Road between Lapeer and N. Oxford roads.

“I don’t believe he should, if convicted, should see the light of day,” Bouchard said.

He said Webb should have never been out of prison in the first place and that he’s been convicted of multiple violent offenses, including a weapons charge inside prison.

“In just over nine years, he’s been charged seven times with weapon offenses and even charged in prison with a weapon offense, and yet they chose to parole him,” Bouchard said. “He just got paroled in July of this year. Had they not made that choice to let him out, he wouldn’t be in a position to shoot people on Christmas Eve.”

Bouchard said this is the case for major changes that must be made for public safety.

“We need accountability in a criminal justice system that’s begun to run off the rails -- No, I’ll change that. It has run off the rails again because we have victims,” Bouchard said.

Bouchard said he plans to go to Lansing to speak to lawmakers to discuss when and how violent offenders are given parole and how that could impact public safety.
