OAKLAND COUNTY, Mich. โ The arrest of 10 people in recent sex trafficking cases are linked to 13 cities across Oakland, Macomb, and Wayne counties, according to prosecutors.
The Oakland County Prosecutorโs office revealed Monday that they have arrested two more people in their recent string of human trafficking crackdowns.
They also provided updates on the cases involving eight other people who have been charged.
In total, 13 Metro Detroit cities are linked to these cases -- either because thatโs where the alleged crimes took place, thatโs where the accused live, or those police departments were part of the investigation.
Hereโs a look at each case.
Sex workers forced into 12-hour days
The two arrests announced this week were Runping โLisaโ Huang and Chunxiu โEvaโ Xu.
Prosecutors say the two women operate โseveralโ massage parlors in Metro Detroit, alleging that two of those parlors are linked to human trafficking. Though the specific locations werenโt given, police from Novi, West Bloomfield, Farmington Hills, and Shelby Township were involved in the arrests.
Huang, 61, and Xu, 47, are accused of forcing victims to offer sexual services 12 hours a day, seven days a week.
The victims didnโt speak English and didnโt have access to transportation, prosecutors said. They had to give their earnings to Huang, according to authorities.
โFor too long, human trafficking festered in the shadows of our communities while victims were fearful of being treated like criminals.โ Oakland County Prosecutor Karen McDonald said.
Huang is charged with human trafficking enterprise -- forced labor, human trafficking enterprise -- commercial sexual activity, accepting prostitution earnings, and transporting a person for the purpose of prostitution.
Xu is charged with human trafficking enterprise -- forced labor, and transporting a person for the purpose of prostitution.
They were arraigned separately on May 31, 2025.
Huang is being held at the Oakland County Jail on $50,000 bond, cash/surety, and Xu is being held on $150,000 bond, cash/surety.
Drug debt forces woman into sex work
Prosecutors accuse Damon Keith Napier, 61, of using a drug debt to force a woman into sex work. He then blackmailed her by threatening to send explicit photos to her family, according to officials.
The woman told police she was one of โseveralโ women being trafficked by Napier, prosecutors said.
Napier, 61, was specifically arrested in connection with two cases in Southfield and Warren, police said.
He is charged with human trafficking enterprising resulting in injury, prostitution transporting, accepting earnings from prostitution, two counts of third-degree criminal sexual conduct, and habitual offender fourth offense.
A pretrial conference was held on May 12 in this case, and pretrial hearings are scheduled to continue June 9.
Husband and wife charged
Zixuan Wan, 44, and her husband, Paul Richard Katterman, 57, both of Livonia, are accused of running massage parlors where sex workers were forced to live and work long hours for little or no pay.
When Wan and Katterman were charged, police said their case was linked to massage parlors in Commerce Township, Farmington Hills, and Westland. Their home in Livonia was also searched.
Four women from China who donโt speak English were rescued from those locations, McDonald said on March 12. Those women were being forced to live there and work from 9 a.m. to 10 p.m., seven days a week, prosecutors said.
The women didnโt have access to transportation, medical care, or friends and family, according to police.

Katterman is charged with human trafficking enterprise resulting in commercial sexual activity, human trafficking enterprise, keeping a house of prostitution, conducting a criminal enterprise, and failure to file taxes.
โThis is so prevalent, and it is literally right under our noses,โ McDonald said at the time. โThe most startling aspect of this is that these are establishments that are considered legitimate by your everyday person in the county. They wouldnโt ever guess that something like this was going on.โ
Wan was arraigned March 6 and given a $100,000 personal bond.
Katterman was taken into custody April 22.
A probable cause conference was held May 2 for both, and another probable cause conference is scheduled for June 18.
17-year-old girl trafficked online
Robert Dante Champion, 32, of Detroit, is accused of trafficking a 17-year-old girl who went missing from Detroit.
Investigators said they found multiple commercial sex ads for the girl online.
Michigan State Police found her on April 10 in the basement of a Troy apartment complex. They said she had also been in Southfield.
The girl was reunited with her family.
Champion is charged with human trafficking of a minor for sexual activity, child sexually abusive material, prostitution transporting, and accepting earnings from prostitution.
He was arraigned May 19 in 46th District Court and given a $500,000 bond, cash/surety.
A probable cause conference is scheduled for Wednesday, June 4.
Woman trafficked for more than a year
Trevor Andrew Scarbrough, 33, of Pontiac, is accused of trafficking at least one woman for more than a year, prosecutors said.
He would post and profit from online ads for sex work, according to authorities.
Scarbrough was arrested May 8 at his home in Pontiac.
Police said they found drugs, drug paraphernalia, and guns at the home.
โIt is very sad how prevalent the horrific degrading and trafficking of other people is in todayโs world,โ Oakland County Sheriff Michael Bouchard said at the time. โThis twisted suspect forced his victim into sexual acts with an animal in addition to trafficking her.โ
Heโs charged with accepting earnings from prostitution, human trafficking resulting in injury, using computers to commit a crime, sodomy, delivery/manufacture of a controlled substance, keeping a house of prostitution, and a felony firearm violation.
He was arraigned May 10 given a $1 million bond.
A probable cause conference is scheduled for Tuesday, June 3.
โSexual massagesโ at Auburn Hills motel
Filip Jakupovic, 31, is accused of trafficking women as sex workers who gave โsexual massagesโ at an Auburn Hills motel.
He is charged with accepting earnings from prostitution and human trafficking resulting in injury.
A pretrial hearing was held May 28, and another pretrial hearing is scheduled for June 25.
Prosecutors: Southfield business offered sex services for decade
Rhonda Hahn, 61, of Southfield, is accused of owning and operating a massage parlor where she and others would perform sex work.
Southfield police and a sex trafficking task force searched Pressure Point Massage Therapy on 12 Mile Road on Feb. 19, 2025.
Officials said Hahn was in the process of giving a massage when they arrived. The man receiving the massage told detectives that during the appointment, Hahn began touching his genitals.
The man said he didnโt know that was going to happen. Police said they donโt believe him, but there isnโt enough evidence for a case.
When police searched Hahnโs house, they said they found massage beds, tables, robes, and towels, which made them believe she offered services there, as well.
Hahn told police that her business started performing sexual acts on clients about 10 years ago, according to authorities.
She was charged with accepting earnings from prostitution, human trafficking resulting in injury, and keeping a house of ill fame.
A preliminary exam was held May 30, and a probable cause conference is scheduled for June 17.
