Genesee County, MI – The Genesee County sheriff has given an update on the arrest of six alleged child sex predators.
Chris Swanson, the sheriff of Genesee County, has detailed the arrests of these six individuals through the county’s GHOST operations.

Global Human Oppression Strike Team (aka GHOST) is an operation that was created in May 2018 that is aimed to catch sexual predators and fight against human trafficking.
Fred Hamilton

Fred Hamilton in a 53-year-old from Flint. According to Swanson, this was not Hamilton’s first time in communication with GHOST operations.
The first time Hamilton was in communication with a GHOST operation, he didn’t show up, Swanson said. During the second operation, Hamilton engaged in a 2-hour conversation with the GHOST operation decoy, police said. According to police, even after the decoy disclosed that they were a minor, Hamilton continued the conversation.
Swanson said Hamilton then attempted to pay $100 to engage in sex with a minor.
Luis Rivera-Tobar

Luis Rivera-Tobar is a 59-year-old who is originally from El Salvador and has been living in the United States since 1994 with a temporary visa.
Swanson detailed that Rivera-Tobar left from work, went home, showered and then changed his clothes. Police said Rivera-Tobar drove an hour and a half from Port Huron to Genesee County so that he could meet up with a minor.
“The drive that we talk about when it comes to human trafficking is so great that it overcompensates their conscious thought of, ‘What am I doing,’” Swanson said.
Devondre Deleon

Devondre Deleon is a 21-year-old from Flint. Swanson says that Deleon’s arrest was quick and came from a short conversation.
Deleon was described as someone who has a family and loved ones he was caregiving for, but still engaged in GHOST operations to have sex with a minor Swanson said.
Ronald Williams

Ronald Willams is a 51-year-old commercial truck driver from Eastpointe.
Swanson took time to detail Willams’ criminal history. Williams had first been sent to jail in the 1990s for a second-degree murder charge. He was released in 2011 but was sent back to prison in 2018 and he wasn’t released until November 2024. Other charges include arson and carrying a concealed weapon.
After dropping his mother off at church, Williams drove his mother’s car to meet with and engage in sex with a minor, police said.
Sextortion allegations


GHOST operations also arrested 29-year-old Rodney Fisher and 21-year-old Skye Tristan from Toledo, Ohio, on the accusation that they trafficked someone with special needs. Swanson said that their trafficking route expanded from Metamora, Michigan, back to Toledo.
When transporting the victim back to Toledo, the two stopped at a local location in order to exploit the victim for money, police said.
After their arrests, GHOST operation found that Tristan had also been sexually exploiting men for money, according to police.
Tristan would invite men to have consensual sex with her, and once they agreed, she would gather pictures from their interaction, Swanson says. Tristan is accused of sending those photos to the men she had sex with and claiming to be a minor. Once that claim was made, she would demand to be compensated, police said.
“GHOST will be there to catch (them) no matter what,” Swanson said to close the briefing.
