The first local level data for the 2020 US Census was released this week, showing population growth and decline at the county level from 2010 to 2020.

Figures released Thursday by the U.S. Census Bureau show some of Michigan’s largest percentage population losses over the past decade are in the state’s Upper Peninsula, while three of the four most populous counties in the Lower Peninsula gained people.

The U.S. Census Bureau will hold a news conference to discuss the release of the first local level results from the 2020 Census.

DETROIT – Preliminary numbers from the U.S. census indicate Michigan could lose clout in Washington, D.C. and in the Electoral College. While Michigan’s population grew about 1% since the last census in 2010, the national average for population growth was 6% this year. Detroit’s population estimate for 2020 is 670,031 people -- down from 713,898 -- which means it’s probable the congressional map will be redrawn and Michigan will lose a seat in the House of Representatives, lowering the number of Michigan representatives from 14 to 13. The loss of congressional seat also means a reduction of electoral votes for the state, from 16 to 15.

The deadline to complete the 2020 Census has been shifting back and forth due to the coronavirus pandemic and numerous court rulings. Each Michigan resident counted in the census accounts for $3,000 in federal funding provided to the state. However, federal funding for states are based on the entire state’s census response rate, not just the response from individual communities. States are essentially competing against one another for federal funding associated with the census. The 2020 Census is a 9-question survey designed to count the population across the country and five U.S. territories.

After the Supreme Court’s decision, the Census Bureau said field operations would end on Thursday. DETROIT – Just before midnight, a federal judge ruled the count for the U.S. census will not end next week. Census workers and households have until the end of October to get the form filled out. “That extends the door knocking,” said Victoria Kovari, from the city of Detroit census. “It extends the website response, the phone lines, etc.”In April, the Census Bureau announced operations would be extended until the end of October because of the coronavirus (COVID-19) pandemic. “Congress could still act to extend the time the Census Bureau has to deliver the population count beyond Dec. 31.

Previously, the Census Bureau had only half that time for data processing, from the start of October until the end of December. The San Jose, California-based judge earlier this month issued a temporary restraining order prohibiting the Census Bureau from winding down field operations until she ruled. Attorneys for the Census Bureau and the Department of Commerce said Friday they would file an appeal and asked the judge to suspend the injunction while that happens. DETROIT Michigans Sixth Circuit Court of Appeals is denying to rehear cases filed by parties questioning the constitutionality of Michigans Independent Citizens Redistricting Commission. One lawsuit was filed by Michigan citizens claiming that the eligibility criteria to serve as a commissioner is unconstitutional. The plaintiffs appealed the cases after a district court initially denied the motions. The Sixth Circuit Court upheld the district courts decision in April, and again denied to rehear the cases Friday. The goal of Michigans Independent Citizens Redistricting Commission is to level the playing field through bipartisan redistricting.

The state of Michigan is in the upper tier for census returns at 67.8 percent. The city of Detroit is at 47.2 percent, the citys census director is hopeful it can at least get that up over 50%. Keweenaw, Lake, Mackinac and Oscoda counties have response rates of about 30% or below -- the lowest response rates in the state. Detroits census response rate has a history of being low.

With this extension, the bureau would deliver apportionment counts to the President by April 20, 2021 instead of its original date of December 31, 2020. Oakland County Michigan Works! is hosting events at service centers in Novi, Oak Park, Pontiac, Southfield, Troy and Waterford. They’re hoping to hire 1,800 temporary workers for jobs that run through September. The event is from 1 p.m. until 5 p.m. Monday, Feb. 24.
