Furthermore, ice coverage is becoming less reliable, with more frequent years of extremely low ice coverage. Based upon ice coverage charts from the NOAA Great Lakes Environmental Research Lab in Ann Arbor, ice cover on the five Great Lakes peaked at an average of 47% this winter (with shallow Lake Erie skewing the numbers upward with its 80% ice coverage…the other four Great Lakes all peaked at or below 50% ice cover). The task force is asking for an annual $20 million revolving fund for the next 20 years to maintain and remove dams. To address hazard cleanup for when a dam owner fails to act, the task force is asking for a dam safety emergency fund. AdTask force chairman Evan Pratt said he values the sense of urgency the language provides, referring to dam safety issues in Michigan as a “ticking time bomb.” He said recommendations won't stop dams from failing, but the task force must reduce the frequency and severity of failures. “You know, how many 300-year rains has Midland seen in the last five or six years?"

State Conservation officers in southeastern Michigan are seeing snowmobilers riding into open water and falling through ice, said Sgt. In Michigan’s Upper Peninsula, officers responded Jan. 22 to reports of a drowning after strong winds created a pressure crack in ice over Lake Michigan. “Be aware of the ice conditions before you go out,” Becker said.

Lake, Porter and LaPorte counties in Indiana are under advisories. A 16-year-old boy went missing Sunday after he was pulled under the water in Portage, Indiana. The Great Lakes Surf Rescue Project on Sunday reported Lake Michigan had seen 32 drownings, and one of unknown condition, since Jan. 1, according to the newspaper. A Michigan regulatory panel on Tuesday refused to grant quick permission to run a new oil pipeline beneath a channel that connects two of the Great Lakes, deciding instead to conduct a full review. Enbridge filed an application in April with the Michigan Public Service Commission to relocate a segment of its Line 5 that extends beneath the Straits of Mackinac, which links Lakes Huron and Michigan. Enbridge asked the state commission to approve the plan immediately, arguing that the agency in effect had already given permission by allowing the original Line 5 in 1953. Enbridge has already shown that they cannot be trusted, said Sean McBrearty of the environmental coalition Oil & Water Don't Mix. Circuit Judge James Jamo was scheduled to hear arguments Tuesday on whether to extend the order or allow oil to resume flowing through the pipes.
