An initial deal March 26 called for players to receive prorated salaries, but that agreement did not require MLB to play in empty ballparks. And Meyer's letter to Halem cited remaining open issues in the health protocols needed before players report for a resumption of training.

Players countered Sunday with a plan for a 114-game regular season with no pay cuts beyond the prorated salaries they agreed to on March 26. In this time of unprecedented suffering at home and abroad, players want nothing more than to get back to work, Clark said.
