DETROIT โ€“ A majority of misdemeanor tickets issued during two nights of demonstrations in Detroit have been dismissed, according to officials. The tickets were issued while Detroit was under a curfew that required people to stay off city streets after 8 p.m. unless they were going to the doctor, drug store or grocery store. After a review, a majority of misdemeanor tickets issued on May 31 and June 2 will be dismissed. In light of that review, the Law Department is dismissing the majority of misdemeanor tickets issued on May 31 and June 2. Although certain cases from these two dates will be pursued, the City believes it is best to dismiss the vast majority of citations.

The city expects to dismiss 238 of the 245 tickets issued on those three days, Detroit Corporation Counsel Lawrence Garcia said. Dozens of demonstrators received appearance citations for violating the cityโ€™s 8 p.m. curfew, Garcia said in a statement. Prosecutors in Los Angeles also decided not to charge thousands of protesters arrested for violating curfew and other police orders.

Since Floyds death in late May, there have been about 450 pieces of policing reform proposals introduced in 31 states, according to a count by the NCSL. Many states had finished their normal legislative session at the time of Floyd's death and are planning to address police accountability next year. But some states are having special sessions this year and others moved quickly to pass bills during the normal legislative calendar. Now lawmakers are set to debate a wide range of policing and other reforms in a special session starting later this month. Lamont Bagby, chairman of the Legislative Black Caucus, said its unfortunate that Floyds death was necessary to create a sense of urgency for policing reforms.

The Warren officer involved was placed on paid administrative leave during the investigation led by the county sheriffโ€™s office. The Macomb County Sheriffโ€™s Office announced Monday that the Warren police officer did not violate any Michigan criminal laws, nor did they violate any of the city police departmentโ€™s policies. Creating an independent investigative and prosecutorial process for deaths that involve the actions of law enforcement officers. Requiring continuing education for law enforcement officers as a license requirement; improving and standardizing police policies and trainings (including de-escalation, cultural competence and implicit bias trainings). Whitmer has encouraged continuing education for law enforcement officers, and has supported legislation that requires increased implicit bias and de-escalation training for Michigan officers.

Southfield police Chief Elvin Barren said this is not a case of police brutality. He said hes appalled by allegations that his officers would treat a Black resident differently than a White resident or knowingly use a Taser on a pregnant woman. When you look at the narrative that was suggested: that we knowingly would Tase a pregnant woman -- that is appalling to me, Barren said. It is also alarming to me that it was suggested that this police department would have treated her differently if she was a White woman from an affluent community.

She also urged law enforcement to prioritize policies requiring officers to intervene if they see a colleague doing something wrong.
