The July report also said U-M needs to educate students and employees about reporting sexual misconduct. It also has addressed sexual misconduct or discrimination matters at other universities. The university is paying $9.25 million to eight women who reported emotional or sexual abuse by Philbert.

Kathryn Houghtaling was a special education teacher at Rochester High School. Houghtaling is accused of having sex with the students multiple times, including at least once in a car while students watched. Before she was sentenced, Houghtaling read a letter to the judge. Houghtaling was sentenced to four to 15 years in prison and will have to register as a sex offender.
