Court records show he served more than a year in prison following a 2015 conviction for burglary and grand theft. The State Police crash report does indicate that alcohol and drug use was “suspected,” but it doesn’t indicate what the toxicology results were.

Greene's death also remains the subject of a civil rights investigation by the FBI and the U.S. Justice Department. He called for an investigation of “everybody up the chain of command” who had been aware of the agency's response to Greene's death.

Attorneys for Greene's family said the images were consistent with the injuries identified in an independent autopsy they commissioned. While more than a year has passed since the crash, the State Police have offered no public accounting of what caused Greene's death. Greene’s death was ruled accidental and attributed to cardiac arrest, said Renee Smith, the Union Parish coroner who was not in office when that determination was made.

Lavonte Richard Santiago, 42, no fixed address, told police he had the machete so no one would cause him any trouble, State Police said in a criminal complaint. Santiago is charged with possessing a prohibited offensive weapon and walking in an area where pedestrians are prohibited, the complaint states. Police say Santiago was seen walking along I-83 North in Fairview Township, pushing a shopping cart. He was arrested on the prohibited weapon charge and taken to York County Central Booking for arraignment, police say.
