According to police, three women made complaints stating they witnessed the suspect, David Dexter Watkins, expose his erect penis. Police say one of the woman had her 3-year-old daughter with her when the incident took place. In addition to charges of indecent exposure, Watkins had outstanding warrants for two separate incidents of resisting and obstruction, driving while license suspended, no operators license on person, and a license, title, registration violation. On Jan 5, the Oakland County Prosecutor’s Office issued three counts of indecent exposure against Watkins.

According to the Oakland County Sheriff’s Office, it happened just before 12:30 p.m. at a Sally Beauty Supply store in the 320 block of Telegraph Road, just north of Cherry Hill Street. Oakland County deputies located the suspect at the Big Lots store where they said he admitted to exposing himself and was taken into custody. A computer check revealed that the suspect was a missing and endangered person out of Southfield. The man is currently housed at the Oakland County Jail pending charges.

Patrick OBrien was arraigned Thursday on the charges following an investigation by Michigan State Police and reviewed by the Attorney Generals Office, according to a press release. The incidents occurred between July 26 and 27 in Port Austin when OBrien reportedly exposed himself multiple times intentionally and masturbated in an area visible to the public through a window of his home. He was off duty at the times of the reported incidents, the press release read. OBrien was placed on administrative leave.

According to authorities, Frescura went into a dressing room, left the door open and waited for someone to find him. Police said a customer took a photo of him and showed it to police, who were able to take him into custody. Frescura has a record of multiple indecent exposure arrests, convictions and guilty pleas dating back to 1985. He is expected to return to court Wednesday.
