Victim's wife in deadly dog attack provides impact statement

Harold Philips' wife of 10 years, Shauntaye, provided an impact statement to the court prior to the sentencing on Friday. The impact statements she provided were from her and Harold's children and herself. Harold was attacked by three dogs while walking home from the bus in January 2024. The dog owners were sentenced on Jan. 3, 2025.
